The Puerto Rico Delegate Selection Plan for the 2024 Democratic National Convention has finally been adopted by the Democratic Party of Puerto Rico (“DPPR”) and approved by the DNC Rules and Bylaws Committee (“RBC”). The Plan provides the process for selecting Puerto Rico delegates to the 2024 Democratic National Convention to be held from Monday, August 19, 2024 to Thursday, August 22, 2024 at the United Center in Chicago.
Puerto Rico Democrats are committed to a transparent process that ensures that delegates from Puerto Rico to the 2024 Democratic National Convention are representative of the voters. That is why our Delegate Selection Plan process has been and continues to be an open, inclusive, and public matter.
The Delegate Selection Plan was available for public comment for 30 days from April 1st to May 1st, 2023 before its adoption. It was reviewed, amended and adopted by the DPPR Executive Committee on November 2, 2023. It was finally approved by the RBC on January 9, 2024.

The period to file for the position of District Delegate ended on February 21, 2024 at 5:00 p.m.

Recently, Marially González Huertas withdrew her candidacy for the position of an At-Large Delegate position. Since the official ballot for the vote at the General Assembly has not been printed, her name was removed from the official list of candidates in accordance with Section 2.5 of the Rules of Procedure for the Internal Reorganization Democratic Party of Puerto Rico. Therefore, her name will not be included in the ballots for the vote scheduled on March 16, 2024. Additionally, her name has been removed from the sample ballots and modified accordingly. In light of this, the official sample ballots are as follows:
Rules of Procedure for the Internal Reorganization
The Executive Committee of the Democratic Party of Puerto Rico (DPPR) has recently amended the Rules of Procedure for the Internal Reorganization. This was in response to a notice from the Puerto Rico State Elections Commission, which informed the DPPR that the voter list for the upcoming General Assembly would include voters registered up to March 7, 2024. However, the Rules of Procedure for the Internal Reorganization stated that the registration deadline to vote in the General Assembly was February 28, 2024. The Rules have been amended to reflect the new registration deadline of March 7, 2024. All voters registered by March 7, 2024, will be eligible to vote in the General Assembly.
